To get the special price to not display set the special price in the store view to something higher then the price and then magento will ignore it and not display it on the front end.

I am trying to setup something very much like what you have described above:

Default: Price = 9 Special Price = 10
Store View 1 = Price = 9 Special Price = 7 (price is not set to default)
Store View 2 = Price = 9, No special price

However, when I try to clear the special price from store view 2, it automatically changes back to the default. Does this happen for you as well?

Lets we have two color :- Red, Blue
Red color value is $100
Blue color value is $200
How we can mention the price different in the price field.

Please suggest me, Most urgent for me………
